Disabling balloon tips is one of the very first tweaks I do to an XP installation since I've found that they're universally disliked.
Recently my office network changed over to a domain based network. All this means is that a user is now is now forced to log onto the central server or the local computer. It also meant that some of my XP tweaks became non-functional; balloon tips was one of 'em.
GRRRRR! Balloon tips. If your running widows xp pro and you have administrator access (most likely), there's a very simple way of getting rid of them.
- Open the Group Policy Editor: Start > Run > "gpedit.msc".

- Expand the folder "Administrative Templates".
- Click on "Start Menu and Taskbar".
- Right click "Remove Balloon Tips on Start Menu Items".
- Select "Properties" from the context menu.

- Click the "Enabled" radio button > OK
No more balloons!
